Peer Review and Ethics
Review Procedure
Smart Digital Library accepts manuscripts that meet the following criteria:
- Original work, not published elsewhere.
- Clear scientific novelty and originality.
- Alignment with the stated scope of the conference or publication.
- Theoretical significance and practical applicability.
Each submission undergoes a double-blind peer review conducted by at least two independent experts within the relevant field.
Review Criteria
Reviewers evaluate manuscripts based on the following key aspects:
- Novelty and originality: Significance of the new contributions.
- Scientific rigor: Methodological soundness and accuracy.
- Clarity and coherence: Logical flow and readability.
- Relevance and appropriateness: Suitability of topic and quality according to SDL standards.
- Impact: Potential interest and contribution to scientific progress.
- Language quality: Papers in English or Russian undergo linguistic verification and editing if necessary.
- Technical quality: Adequacy of experimental data, figures, discussions, and references.
The final publication decision rests with Smart Digital Library editorial board, informed by reviewers’ recommendations and quality standards.
English-language submissions are additionally reviewed for language quality by native-speaking experts.
Ethical Responsibilities
Smart Digital Library strictly adheres to high ethical standards, following the guidelines provided by the Committee on Publication Ethics (COPE). All participants—including authors, editors, reviewers, and organizers—are expected to maintain these standards throughout the publication process.
Serious ethical violations include:
- Data falsification and fabrication.
- Plagiarism and self-plagiarism.
- Duplicate or redundant publication.
- Undisclosed conflicts of interest.
Confirmed violations will result in immediate withdrawal of the manuscript from the publishing process without registration fee refunds. SDL routinely employs plagiarism detection tools (e.g., iThenticate) for random and targeted manuscript screenings.
No Amendments Post-publication: Published materials cannot be altered after official publication.
Guidelines for Reviewers
Reviewers at Smart Digital Library must conduct evaluations responsibly and constructively. They are expected to:
- Provide detailed and insightful feedback to improve manuscript quality.
- Maintain confidentiality and anonymity, ensuring no direct contact with authors.
- Avoid conflicts of interest and disclose potential conflicts to SDL editors immediately.
- Respect intellectual property rights by not appropriating ideas from reviewed manuscripts.
- Notify editors promptly if unable to conduct reviews within given deadlines.
Appeals and Complaints
Authors may appeal editorial decisions if substantial new evidence or concerns about the review process arise. Appeals should strictly follow COPE guidelines.

Authorship and Transparency
SDL follows COPE recommendations regarding authorship criteria, transparency, and proper attribution practices. All listed authors must significantly contribute to the research, and omissions or honorary authorship are strictly prohibited.
SDL supports transparency by integrating with industry-standard authorship identifiers such as ORCID.
